Labella emits tighter quarantine control as COVID-19 cases ascend

Mayor Edgardo Labella reimposed stricter quarantine measures in Cebu City including border control and an "odd-even" scheme for quarantine passes as coronavirus Disease 2019 (COVID-19) cases continue to rise, in an interview with ABS-CBN's TeleRadyo today, November 17, 2020.


“We used to have 1 digit lang and there were even days na zero talaga tayo kaya nung nag double digit immediately, we made some efforts na we have to contend with it. Awa ng Diyos, we only had 3 cases yesterday." he said.


Labella also added that he has issued Executive Order (EO) No.105 which requires all those who enters the city to present an authority to enter (ATE) - which can be issued upon submission of pertinent documents such as a negative Reversed Transcription-Polymerase Chain Reaction (RT-PCR).


“Nag-issue ako ng executive order the other day na pag galing outside Cebu Province, magdala sila ng authority to enter. Kailangang magdala sila ng result ng kanilang swab test sa probinsiyang pinanggalingan nila.” he said.


Meanwhile, EO No.105 also deems to implement the "odd-even" scheme for quarantine pass.


For quarantine passes ending in odd numbers, they can only be allowed to enter the city during Monday, Wednesday, and Friday, while those passes ending in even numbers can only enter on Tuesday, Thursday, and Saturday.


As of November 15, the Department of Health (DOH) has recorded 292 infected cases of COVID-19 in the city.


Labella said that many of the COVID-19 cases were from people who entered the city from September until the present.


According to a record from Emergency Operations Center, there were 37 COVID-19 positive persons from the people who entered the city, 17 of which were stranded individuals from Metro Manila.


“Parang walang naging control sa influx ng mga those coming from the outside of Cebu island province,” Labella said.


Under the modified general community quarantine (MGCQ), ferries were allowed to carry 50 percent capacity of passengers.
